The Act provides for regulation for certain conditions of service of working journalists and other persons employed in newspaper establishments. The Act provides that for the purpose of fixing or revising rates of wages in respect of working journalists, the Central Government as and when necessary shall constitute Wage Board.
After receipt of the recommendations of the Board, the Central Government is required to make an order in terms of recommendations and this order becomes applicable on the class of news paper establishments for which the Board has recommended.
ADMINISTRATIVE MACHINERY
All the Assistant Labour Commissioners of the Labour Department have been appointed Inspectors for carrying out the enforcement work under the Act for their respective districts.
Deputy Labour Commissioners have been authorized for the recovery of the amount due to the newspaper employees under the provisions of the Act. The amount can be recovered by issue of a certificate for the amount to the Collector for recovery of the amount as arrears of land revenue.
PENALTY
The penalty provided for contravention of any of the provisions of the Act or any rule made there under is punishment with a fine which may extend to Rs. 200/- and Rs. 500/- for subsequent contravention.
