B. Issue Of Certificate Of Competency Class-I (Electrical Supervisor) And Class-Ii (Electrician) And Electrical Contractor Licences Under The Conditions Framed Under Rule-45 Of The Indian Electricity Rules, 1956.

The Certificate of Competency and Licences prescribed under rule 45 of the Indian Electricity Rules, 1956 shall be issued on the recommendation of the 'Board of Examiners', consisting of Electrical Inspector as its Chairman, the Dy. Electrical Inspector / Asstt. Electrical Inspector, Delhi as Secretary and six members (Sr. officers) from different Government Departments.

1.Question: Who is eligible for obtaining Certificate of Competency Class-1 (Electrical Supervisor)?

Answer: The examination for Certificate of Competency Class-I shall be open to Electrical Supervisor, Foreman and Charge hands. A candidate intending to appear for the said examination shall have at least five years experience of practical wiring after passing the Class-II, Certificate of Competency examination. The Board may grant Certificate of Competency Class-1 to any candidate, who possesses a recognized Degree or Diploma or equivalent qualification in Electrical Engineering from any Technical lnstitute / College or University recognized by the Board. In this case, he must have completed the training/job in rectifying the common defects in electrical line and power installation for a period of one and three years after passing Degree or Diploma respectively.

2.Question: How to apply for the examination?

Answer: The Candidate intending to appear for said examination should submit the following documents:-

  1. Application on a prescribed form "A" marked as Annexure "C"
  2. Experience Certificate in original with attested copy thereof.
  3. Certificate of Competency Class-II issued by the Board in original along with attested copies.
  4. Original Treasury Challan receipt, (the fees of Rs.250/- to be deposited in the Government treasury at State Bank of India, Old Secretariat, Delhi).
  5. Two numbers recent passport size photographs duly attested by Gazetted officer or Magistrate or present employer or member of Parliament or MLA or Municipal Councilor


3.Question: Who is eligible for obtaining Certificate of Competency Class-11 (Electrician)?

Answer: A candidate intending to appear in the said examination shall have a working experience of two years of practical wiring. The candidates, those who have passed ITI from any recognized institute of NCT of Delhi in the trade of Electrician/Wireman or have completed three years apprenticeship course through Apprenticeship Advisor, Govt. of NCT of Delhi in the trade of Lineman / Wireman / Electrician are straightaway granted Certificate of Competency Class-II, after verification of their documents. A candidate must have attained the age of Eighteen years.

4.Question: How to apply for the examination?

Answer: The candidate intending to appear for the said examination should submit the following documents:-

  1. Application on a prescribed Form 'A marked as Annexure "D"
  2. Original Treasury challan receipt for Rs.100/- towards examination fee, to be deposited in the Government treasury at State Bank of India, Old Secretariat, Delhi.
  3. Experience certificate in original with attested copies thereof.
  4. Proof of age (High School/Higher Secondary Certificate etc.).
  5. For ITI candidate, attested photocopy of the ITI certificate.
  6. Two recent Passport size photographs duly attested by the Gazetted officer or Magistrate or present employer or member of Parliament or MLA or Municipal Councilor.


5.Question: What is the procedure for renewal of Certificate of Competency Class-I and Class-II?

Answer: The applicant has to submit an application on a prescribed form marked as Annexure 'E' along with following documents: -

  1. Certificate in original.
  2. Original Treasury Challan receipt towards renewal fees. The fees for renewal of Certificate of Competency Class-I and Class-II is Rs.100/- and Rs.50/- per year respectively. The Certificate of Competency can be renewed for a period of ten years at a time.

6.Question: Who is eligible for grant of Electrical Contractor's Licence.

Answer: An Electrical Contractor licence shall be granted only to a person or firm, who has/have in his/their possession, the instruments necessary for carrying out the testing of electrical installation. They must have in his/their employment a person holding Certificate of Competency Class-I and two workmen holding Certificate of Competency Class-II and also have a proper show room/office in a marketing centre or a place easily accessible to public.

7.Question: How to apply for Electrical Contractor's Licence?

Answer: The applicant who desire to obtain the electrical Contractor's Licence, has to submit the following documents: -

  1. Application on a prescribed Form 'D' marked as Annexure 'F'.
  2. Proof of occupancy (tenancy/ownership) of the showroom/office and Electricity bill etc.
  3. Details of testing instrument such as megger, voltmeter etc. along with their purchase receipt.
  4. Details of the electrical materials in his possession and their purchase receipts.
  5. Consent letters from the persons holding Certificate of Competency Class-I and Class-II in the employment of the applicant.

Note: - The fees for grant of electrical Contractor's Licence initially is Rs.1000/- which is to be deposited in the Government treasury after receiving intimation from the department.

8.Question: What is the procedure for renewal of Electrical Contractor's Licence?

Answer: The applicant has to submit the following documents: -

  1. Application on a prescribed Form 'J' marked as Annexure 'F'.
  2. Original Treasury Challan receipt. The fees for renewal of Contractor's licence is Rs.250/- per year.
  3. The details of wiring staff entered in a proper register along with their licences, in the employment of the applicant.

Note: - The Licence shall be renewed after verification of the records/licences of the wiring / supervisory staff, testing instruments and material etc. possessed by the applicant. The Licence can be renewed for a period of three years at a time.
