The Act provides for abolition of bonded labour system with a view to preventing the economic and physical exploitation of the weaker sections of the society.
ADMINISTRATIVE MACHINERY
Provisions of this Act, are enforced by the District Magistrate, Delhi who has been conferred with the powers to enforce the provisions of the Act. All the 9 Magistrates have been conferred powers of a judicial Magistrate of Ist Class for the purposes of trial of the offences under this Act.
CONSTITUTIONAL OF DISTRICT & SUB-DIVISIONAL VIGILANCE COMMITTEES
To advise the District Magistrate and Sub-Divisional Magistrates in implementation of the Act, to provide for the economic and social rehabilitation of the freed bonded labours and to defend any suit against a freed bonded labour, District Vigilance Committees and Sub-Divisional Vigilance committees have been constituted under the chairmanship of respective Deputy Commissioner and Sub-Divisional Magistrates.
PUNISHMENTS
Whosoever compels a person to render bonded labour, to advance bonded debt, for extracting bonded labour shall be punishable with imprisonment up to 3 years and also with fine up to Rs. 2000/-.
For not restoring possessions of property to bonded labour the punishment provided is imprisonment up to 1 year or with fine of Rs.1000/- or with both.
