Notification 589 Dated the 27/8/93

NO: DB/GL/65/1870/CIB :- In exercise of the powers conferred by section 29 of the Indian Boilers Act, 1923 (Act No. 5 of 1923), read with the Govt. of India, Home Department Notification No. F. 126/37, dated the 1st April, 1937, the Lt. Governor of the National Capital Territory of Delhi is pleased to make, after previous publication, the following rules further to amend the Delhi Boilers Rules, 1927, namely :-

1. Short title and commencement - (1) These rules may be called the Delhi Boilers (Amendment) Rules, 1993.
(2) They shall come into force at once.
2. Amendment of rule 27 -   In the Delhi Boilers Rules, 1927, in rule 27, for sub-rule (1), the following shall be substituted, namely :-

*1 The fee required to accompany an application for renewal of a certificate of a boiler under sub-section (3) of Section 8 of the Indian Boilers Act, 1923 shall be as follows :-

(A) Fees for Inspection: Fees for inspection for renewal of certificate of boilers shall be calculated on the basis of rating and shall be levied in accordance with the following scales, namely :-

For boiler rating exceeding 10 Square metres Rs.250.00/-
For boiler rating exceeding 10 but not exceeding 30 Square metres Rs.300.00/-
For boiler rating exceeding 30 but not exceeding 50 Square metres Rs.350.00/-
For boiler rating exceeding 50 but not exceeding 70 Square metres Rs.400.00/-
For boiler rating exceeding 70 but not exceeding 90 Square metres Rs.450.00/-
For boiler rating exceeding 90 but not exceeding 110 Square metres Rs.500.00/-
For boiler rating exceeding 110 but not exceeding 200 Square metres Rs.550.00/-
For boiler rating exceeding 200 but not exceeding 400 Square metres Rs.700.00/-
For boiler rating exceeding 400 but not exceeding 600 Square metres Rs.800.00/-
For boiler rating exceeding 600 but not exceeding 800 Square metres Rs.900.00/-
For boiler rating exceeding 800 but not exceeding 1000 Square metres Rs.1000.00/-
For boiler rating exceeding 1000 but not exceeding 1200 Square metres Rs.1150.00/-
For boiler rating exceeding 1200 but not exceeding 1400 Square metres Rs.1300.00/-
For boiler rating exceeding 1400 but not exceeding 1600 Square metres Rs.1450.00/-
For boiler rating exceeding 1600 but not exceeding 1800 Square metres Rs.1600.00/-
For boiler rating exceeding 1800 but not exceeding 2000 Square metres Rs.1800.00/-
For boiler rating exceeding 2000 but not exceeding 2200 Square metres Rs.2000.00/-
For boiler rating exceeding 2200 but not exceeding 2400 Square metres Rs.2200.00/-
For boiler rating exceeding 2400 but not exceeding 2600 Square metres Rs.2400.00/-
For boiler rating exceeding 2600 but not exceeding 2800 Square metres Rs.2600.00/-
For boiler rating exceeding 2800 but not exceeding 3000 Square metres Rs.2800.00/-

Above 3000 Square metres for every 200 Square meters or part thereof, an additional fee of Rs. 100.OOP shall be charged. Fee for ordinary inspection of miniature boiler shall be thirty rupees.

Provided that where any owner is willing to accept a renewed certificate for less than twelve months, in order to approximate the date of annual inspection to the date on which other boilers in the locality are inspected, a certificate for such period less than twelve months, as may be necessary for such approximation of dates may be granted at a reduced fee to be calculated at one - twelfth of the ordinary fee for each full month, portion of a month not being reckoned.

(B) Fees for examination of pipes and plans: Fee for examination of steam, feed and blow off pipes under fabrication shall be charged in accordance with the following scales, that is to say :-

(a) For pipes not exceeding 114.3 mm. O.D. (4 ½th O.D.).
  (1) Upto 30 metres in length, a fee of Rs.150.OOP; and
  (2) For every additional length of 30 metres or parts thereof, a fee of Rs. 50.00P;
   
(b) For pipes exceeding 114.3mm. O.D. (4 ½ th O.D.)
  (1) Upto 30 meters in length, a fee of Rs. 250.00P. and
  (2) For every additional length of 30 metres or parts thereof, a fee of Rs. 75.00P.
   
(c) The fee for examination of plans of steam, feed and blow off pipes required under sub-regulation (a) of regulation 395 of the regulations shall be at the rate of Rs. 50.00P. per 30 meters of all fittings, excepting fittings like de-super heaters steam receivers, feed heaters and separately fired super heaters. For any fittings like de-super heaters, steam receivers and separators, the fee shall be Rs. 250.00P. for each such fitting.

(c) Fees for examination of Boiler mountings fittings etc.

   
(1)

Cast mountings and fittings:- A fee of Rs. 500.00P shall be charged for examination and certification of a single lot of mountings and fittings and made from the same cast but the number of items in one such lot shall not exceeding fifty.

(2) Fabricated mountings and fittings: - A fee of Rs. 500.00P shall be charged for examination and certification of a single lot of mountings and fittings not exceeding 20.
(3) A fee of Rs. 500.00P shall be charged for examination and certification of a single lot of forged fittings not exceeding 50.
(4) Boiler and parts thereof under fabrication : Fee for inspection of boilers and part thereof under fabrication shall be the same as prescribed in Regulation 395 - A.

Provided that the Chief Inspector may require the manufacturer or the fabricator to pay fresh fee equal to the usual inspection fee in any particular case where due to his fault or neglect, the visit paid by any Inspector for examination was fruitless.
